ABSTRACT

REGIONAL DEVELOPMENT IN INFORMATION AND COMMUNICATION WORLD – ANALYSIS AND NEW TECHNIQUES FOR KNOWLEDGE EXCHANGE AND COOPERATION BETWEEN REGIONS AND CITIES

The action aims to put together research and researchers of different fields which are close to land planning, urban economy, computing and information systems. The aim is to cooperate and build a network of knowledge exchange to prepare cities and regions for new models of land management using modern technologies. These involve building networks based on computer tools, portals, network architectures, multi services, supporting local communities, building databases for experts that can be great source of information for local municipals as well for investors and citizens.

Such actions can have a great influence on regional development, especially for regions that are still not successful enough in developing potential through the new technologies. Through the Internet we can bring together a new generation of people, giving them new goals, possibilities and chances for fruitful and special lives.

BACKGROUND, PROBLEMS

Why COST for this action is the best?

The question is not too difficult to answer in this particular Action which is an idea to share research experiences that works so far in other useful networks and Institutes using different types of programs and grants available for researches all around as FP 6 or INTERREG see TINIS project (Innovation and partnership) It is action to link together research and researches of different fields to cooperate and build the network of knowledge exchange to prepare cities and regions to new models of land management using modern technologies, ICT methods, which based on computer tools, portals, network architectures, multi services to support local communities as well research Institutes, building databases for experts that can be supportive for local municipals and all citizens as well, and for sharing good practice between researches and practitioners as well.

COST framework fits perfectly to idea of sharing good practice and experiences that can be the start of future stronger cooperation and than can build tide links between researchers from different countries and similar fields that works for improvement in regional development giving support and new ideas for world wide Intelligent Communities that would be able to take a part in new communicative and innovative world where information and cooperation is the main determinant of success.

Basic objective of this action is to increase the knowledge about existing and working so far ICT methods and the way they are implemented to regions in Europe and around and instill this methods and computing architecture to better communication between researches that are working on fields of land management, and information systems which are very useful information of land and should be available for all potential investors and local public actors which are also the main active force to develop regions and communities.

Results of planning meetings, workshops and conferences can be used by local authorities, planners and all researches that work in fits fields and who are interested in models for the best regional development and urban growth.

The main achievements of the Action will be progress in regional development models, using computing knowledge to this, in the future such action can transform in worldwide system of cooperation between scientists and local communities to solve main urban problems and to make cities and regions more cohesive and better places to live. It will be the part of main research goals that recently are important to implement as e-government, D.INSPIRE by different sub- objectives, which will be helping to reach this main goal as:

• Improve existing methods of ICT that are so far used to different fields exploring them for regional developments and land planning needs which can be helpful for local authorities and researches and citizens as well.
• Transfer of scientific and technological experiences in urban planning and information systems to find the best solution for regional growth and implementation of existing methods and models to build new quality of land management that can work the best in as virtual as real environment to make cities and regions that really works.
• Establish right fit able links between all partners included to project and all regions that are involved to this.

Develop frames of cooperation for cities, regions and communities that are involved into other EU actions for cities cooperation as URBACT II for example where conclusion from this action can be helpful for building thematically links between local authorities in cities which cooperate in URBACT II program.

BENEFITS

The main benefit of this proposal will be improvement in model of European and worldwide cooperation that has to bring main impact for better development and create innovative, open-minded, intelligent community working for urban growth and regional development as a network of independent creative forces that gives new quality of life in their regions and around, building cohesive Europe without borders but also taking advantages from other parts of the world and giving them also good experiences. With using internet tools world seems to be very small place to handle and to live in. The only way to take advantage of this is to know it well and be inside. The project can help to make ICT tools more available and useful also in municipal environments.

OBJECTIVES, DELIVERABLES AND EXPECTED SCIENTIFIC IMPACT

The main objective of this action is bringing together Europe's leading academics and institutions from land planning, economics, land and real estate management, information systems, computing, technology to build and improve methods useful for regional development, building portals that can be source of information and places where each of citizens, investors and local authorities can find space for them selves and when they can build new quality of life in their cities and communities the results of planning meetings and working groups in 4 themes that will be describe below, can be also first step to organize new trainings for doctoral students and post diploma students to make them better and creative leaders in EU and other communities of this new innovative world.

Partners that are included to this action will create new quality to so far existing methods, examine a possibilities of existing tools, approaches and analyses and link experiences from few main fields that are close to land management and computing as well to create the platform of cooperation for better understanding of all possibilities as we have in this new information and communication world, where the great number of portals where people can meet and create new worldwide values, enterprises, relationships, communities, is growing day by day and the only way to be inside this various beautiful developing world is to know it’s possibilities and to start build similar community also between people who are responsible for our space and regional development.

SCIENTIFIC PROGRAMME AND INNOVATION

The main aims to achieve which is regional development and finding the best models of regional and urban growth will be organized around 4 key themes :

1. Cities portals – cooperation between local authorities and citizens, cooperation between Cities (including URBACT II experiences and ideas), and implementation and transfer of knowledge between researchers and local communities. (e-government, D.INSPIRE).
2. Urban planning, architecture, land management
3. Space information systems and their informatization.
4. Data basis for experts.

For all these groups of experts and at the same time partners of the Project there will be organized working groups and meetings for creating links between them and to implement their ideas and methods to one system of exchange of knowledge and information about land planning, experiences and models, data basis which would be available for all regional and local actors but that can be also shared with other cities and regions in EU and other parts of the world that has the same problems and dilemmas in urban growth matters as revitalization, law systems, and the best practice that worked well in other cities.

After working groups there will be organized also conference to bring together all fields of research and to summarize all ideas that were born during working meetings.

All results of these meetings and new project will be published in literature and in conference materials, books and numerous internal documents and showed in special www site with description of all meetings and results of the project.

There is also planned to build new program for future summer institute to train young planners and other land management specialists and local authorities to adapt all ideas, that will be born during the project meetings and conferences.

Such kind of cooperation allows for better understanding of network and regional needs, let the system of planning works better using knowledge and good practice of all participants and let create better service for municipal and citizens and can help in recent dilemmas of urban development in Europe and around.

The results of the Action can put very good impact to the regional development especially for the regions that are still not enough successful in technologies and possibilities as the new model of life with wide use of Internet brings to citizens and new generation of people and giving them new goals, possibilities and chances for fruitful and special life.

The idea of Action is also to implicate ICT tools that works in other spheres of human activities to cities portals to make them more useful and attractive for people who search there not only information but also interactions with specialists and professional help.

Organization

Taking as a clue of action the knowledge exchange between researches who work on a similar fields but are no linked with each other enough and sometimes their efforts are nor practically used especially in regions that need this the most and where new technologies and even systems of information and cooperation between citizens and local authorities are still not sufficient, especially in such type of communities project, which include great experienced Partners, can change this situation and make all Europe more cohesive and also linked with new ICT technologies used in planning themes in other part of the world. The same basic goals have the COST Action that’s why initiators of this project chose it and find it the best to coordinate and to support their ideas.
